“The Town of Southborough is an Equal Opportunity Employer. Women and minorities are urged to apply.”

I can see saying “women and minorities are WELCOME to apply” to overcome any hesitancy an underrepresented group might feel about applying.

I can see saying “everyone” or “all qualified candidates without regard to race, sex or religion are URGED to apply”.

But to say only that women and minorities are “URGED” to apply is prima facie evidence of unlawful discrimination straight-up.
